Smokey's trout payment literally 'bounced' (if you want to put it in human terms). The former owner was mean and mad and Smokey was in big trouble! The Mayor was in trouble for just being president and there was just all out panic. Barney was on the verge of having a nervous breakdown! No one was really sure what to do!!!!
