Smokey's Plan

You'll never believe Smokey's plan.  She wanted the Trouties to take some of the discarded trout and make a rope to pull it up.  She figured that it could catch on a latch in front and they could pull it up.  But that idea went overboard.  So what were we supposed to do?  Well I'm not sure who did it but somebody pushed the Mayor overboard!!!
